Purpose: This request for proposal (RFP) is to contract for a well-designed compensation program to give
the Early Learning Coalition of the Emerald Coast (ELC-EC) “the Coalition” better control
over salary expenditures and help maintain a proper balance in the relationship between pay
levels and the relative value of jobs within the Coalition and the labor market.
